Safeguarding Adults Procedure

1. Introduction

This Safeguarding Adults Procedure outlines the steps to be followed in responding to safeguarding concerns involving adults at risk of abuse or neglect. It is designed to complement the Safeguarding Policy Statement of Twinkles SEN Activity Days CIC and ensure that all safeguarding concerns are addressed promptly, appropriately, and in accordance with legal and regulatory requirements.

Adult at Risk:

  • An adult who has needs for care and support (whether or not the authority is meeting any of those needs),

  • is experiencing, or is at risk of, abuse or neglect, and

  • as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it.

2. Reporting a Safeguarding Concern

2.1 Recognising Signs of Abuse or Neglect

Any member of staff, volunteer, participant, or member of the public who suspects that an adult at risk may be experiencing abuse or neglect should be vigilant for signs such as:

  • Unexplained injuries or bruising.

  • Changes in behaviour, mood, or appearance.

  • Social withdrawal or isolation.

  • Financial exploitation or unauthorized use of assets.

  • Neglect of basic care needs.

2.2 Reporting Procedure

  • Step 1: Record any observations or concerns about abuse or neglect, including details such as the nature of the concern, names of individuals involved, and any relevant dates or times.

  • Step 2: Report the safeguarding concern immediately to the Designated Safeguarding Officer (DSO) using the designated contact details provided in the Safeguarding Adults Policy.

3. Responding to a Safeguarding Concern

3.1 Initial Response

Upon receiving a safeguarding report, the DSO will:

  • Acknowledge receipt of the report promptly and ensure that appropriate measures are taken to ensure the immediate safety and well-being of the adult at risk.

  • Assess the nature and severity of the safeguarding concern and determine the appropriate course of action, which may include involving relevant agencies, or seeking immediate medical or emergency assistance if required.

3.2 Investigation and Support

  • We will consult The Raising A Safeguarding Adults Concern Checklist-which can be downloaded here SGA-Referrer-CHECKLIST-2023.pdf (norfolksafeguardingadultsboard.info)

  • The DSO will contact: 0344 800 80 20 and ask to speak to Norfolk Adult Social Care for advice.

  • Or in an emergency situation, the police by calling 999.

  • Signpost the adult to appropriate support and assistance to the adult, whilst waiting for advice, this may include their GP, or statutory mental health services.

3.3 Collaboration with External Agencies

Where necessary, the DSO will collaborate with external agencies, such as social services, the police, or health professionals, to ensure a coordinated response to safeguarding concerns and access to appropriate support services for the adult at risk.

3.4 Reporting and Documentation

All safeguarding concerns, actions taken, and outcomes of investigations will be documented promptly, accurately, and confidentially in accordance with data protection regulations and organisational policies.

We will follow the guidance provided by the: Norfolk Safeguarding Adults Board (NSAB)

4. Review and Monitoring

This Safeguarding Adults Procedure will be reviewed annually by management to ensure its effectiveness, compliance with legal and regulatory requirements, and alignment with best practice standards. Any necessary updates or revisions will be made in consultation with relevant stakeholders.

All events are subject to the rules, safety rules, terms and conditions of the venue where applicable, it is the parents responsibility to make themselves aware of these.  All events must be attended by the parents or guardians who remain responsible for their child(ren) at all times, Twinkles do not offer any childcare and are at no time responsible for the safety of the children attending.  Parents must, therefore, attend and be responsible for their child(ren) at all times.

As a group providing activities for SEN families, we promote a non-judgemental environment and ask that all parents are mindful and accepting of others and are aware that there will be a mix of abilities and disabilities within the group.  Challenging behaviour can be normal within our group of children, however, it should never impede the enjoyment of activities by others and bad behaviour, aggression, violence, bad language, bullying, intimidation and harassment must be addressed immediately by the parents.  We ask that parents immediately remove their child from a situation if any of the above is displayed by their child and noted by them or by others;  we ask parents to explain to their child why this is not acceptable and they can then ask the host volunteer to help integrate the child back into the activity.  If the child is wrongfully accused, the host volunteer will deal with this in the fairest manner they see possible.  

In the unlikely event where the parent does not remove their child and allows them to continue with this behaviour they will be asked to leave the activity and may lose their membership to the group.  

It is the parent or guardians responsibility to ensure they have adequate supervision when bringing more than one child, for example if one of your children requires constant supervision, then a second guardian must be present with them to help with the other children.  If a parent is unable to supervise all their children, they may be asked to leave the activity.
